Sergei Kelbakh was born on April 3rd 1959 in the city of Slavgorod in the Altai Region.
Education
In 1985, Mr. Kelbakh graduated from the Leningrad Civil Engineering Institute with a specialization in “Civil Engineering.” In 1994 he graduated from the Russo-German Higher School of Management of the Academy of National Economy under the Government of the Russian Federation with a Masters in Management.
Mr. Kelbakh is a Doctoral Candidate in Economics.
He is Senior Deputy to the Superintendent of the “Government-Private Sector Partnership” department and Professor at the Finance University under the Government of the Russian Federation.
Awards and Recognition
For his personal achievements in the field of government administration, his high professionalism and conscientious service, Mr. Kelbakh has been presented with the “In Remembrance of the 300th Anniversary of St. Petersburg” Medal, the “Builder of St. Petersburg” Award, 3rd Class, the “In Remembrance of the 200thAnniversary of the Office of Maritime and Land Communication” Anniversary Award, the “200th Anniversary of the Interior Forces of the Ministry of Internal Affairs of the Russian Federation” Anniversary Award, the Honorary “Gratitude from the Voronezh Region” award presented by the Government of the Voronezh Region, the A.A. Nikolaev Medal, the “20th Anniversary of the Federal Council” Medal, and also the Order of Sergei Radonezhsky, 3rd Class presented by the Russian Orthodox Church. Mr. Kelbakh has been recognized with the title of “Honorary Highway Professional.”
