Родился 6 июля 1969 года в г. Москве.
Образование высшее. В 1993 г. окончил Институт стран Азии и Африки при МГУ. Стажировался в Пекинском университете, КНР. Прошел подготовку по курсу «Системные методы управления банковскими рисками» Международной московской финансово-банковской школы (Институт дополнительного профессионального образования).
Свободно владеет китайским, английским и французским языками.
С июля 1988 по сентябрь 1989 года проходил срочную военную службу.
Работая по окончании института в Китае в российских и зарубежных компаниях, приобрел богатый опыт практической работы, связанный с организацией и переносом из Европы и США в КНР производственных мощностей, созданием совместных предприятий, привлечением инвестиционных ресурсов и финансирования инвестиционных проектов.
С ноября 2003 г. по настоящее время – Представитель Внешэкономбанка в КНР. Под руководством П.А. Селиванова Представительство стало важным элементом обеспечения механизма фондирования инвестиционных проектов Внешэкономбанка китайскими финансовыми институтами.
За годы работы в Представительстве наладил устойчивые связи в среде китайских деловых и политических кругов, с руководством ведущих финансовых институтов Китая, включая системообразующий государственный Банк развития Китая.
Неоднократно отмечался благодарностями Председателя Внешэкономбанка, занесен на Доску Почета Внешэкономбанка, награжден медалью ордена «За заслуги перед Отечеством» 2-й степени.
С декабря 2013 г. является также Генеральным директором компании VEB Asia Ltd., 100% дочерней организации Внешэкономбанка, учрежденной в Гонконге в 2013 г.

In 1990-91 took an internship course at the Beijing University, China.
Completed a course “Banking Risks Management Systematic Methods” at the International Finance and Banking School, Moscow (Institute of Additional Professional Education)
Languages: Russian (native), fluent in Mandarin Chinese, English, French

Through years of working in Russian and foreign companies, upon graduation from the University, has accumulated a vast practical experience in organization of relocation of industrial production lines and equipment from Europe and USA to China, establishing joint ventures, raising investment resources and financing investment projects.
Commencing in November 2003, works at the State Corporation “Bank for Development and Foreign Economic Affairs (Vnesheconombank)” in a capacity of the Chief Representative of the Vnesheconombank Representative Office in China, Beijing.
Under Petr Selivanov’s leadership the Representative Office in China has become a key part in the Vnesheconombank investment projects fund raising mechanism, attracting financial recourses for the Bank’s major investment projects from Chinese financial institutions. The total amount of the attracted investment resources, with the Representative Office direct participation, exceeds USD 4,6 billion.
Over the years of his active work he has established strong connections in business and political circles, with top leaders of the Chinese finance world, thus expanding the Vnesheconombank business network and strengthening relationship with Chinese top financial institutions including the system-forming China Development Bank.
For a permanent dedicated work has been numerously officially thanked by the Chairman of the Vnesheconombank, Petr’s name has been placed on the Vnesheconombank’s Board of Honour, and he has been awarded the Medal of the Order “For the Merits and the Dedicated Service to the Country” II degree.
Starting from December 2013 Petr Selivanov became the Managing Director of VEB Asia Limited, 100% subsidiary company of the Vnesheconobank established in Hong Kong in 2013.
